01What CDA issued on 22 July 2026
The CDA Planning Wing’s Directorate of Housing Societies issued a show-cause notice to M/s Intelligence Bureau Employees Cooperative Housing Society (IBECHS), the sponsor of Gulberg Greens Farm Housing Scheme in Zone 4, Islamabad. The notice concerns transfer and protection of land reserved for public buildings, parks, graveyard and roads.
02The 1,301.20 kanal compliance direction
CDA directed the sponsor to transfer 1,301.20 kanal of reserved land to the Authority without charge within 10 days. The notice also calls for current allotment information, proper demarcation and fencing, display boards, a recent satellite image and drone evidence showing the relevant public-use areas.

03Approval history recorded by CDA
The notice records an initial 3,862-kanal layout approval in 2011, a revised and extended layout of approximately 16,934 kanal approved in 2018 with an NOC issued in 2020, and a third revised and extended layout of approximately 20,875 kanal approved in 2023 subject to conditions. CDA’s current scheme page displays the LOP as approved and NOC as issued.
04Possible action does not mean the NOC is already cancelled
The document is a show-cause notice, not a final cancellation order. It states that continued non-compliance may lead to action including NOC or layout-plan cancellation, suspension of building-plan approvals, sale of mortgaged plots, suspension of other approval cases, office sealing and removal of illegal work. Buyers should distinguish a threatened regulatory action from a completed final order.
05What Gulberg Greens buyers should verify
Existing owners and prospective buyers should verify the exact plot against the currently approved layout and confirm that it does not fall within public-building, park, green, graveyard, road, mortgage or other reserved land.
- Check the exact plot number and block against the current CDA-approved layout
- Confirm current NOC, LOP and any later compliance order directly with CDA
- Verify whether the plot is mortgaged, reserved, transferred or affected by a public-use designation
- Obtain society dues, ownership chain and transfer eligibility in writing
- Do not rely only on a file, allotment letter, dealer map or verbal assurance
