What CDA issued on 9 July 2026

CDA’s Directorate of Housing Societies issued a final show-cause notice to Jammu & Kashmir Co-operative Housing Society, the sponsor of Khayaban-e-Kashmir Phase I in sectors G-15 and F-15, Zone 2, Islamabad. The notice concerns land reserved for public-building areas and the right-of-way of Srinagar Highway.

02

The 355.18 kanal transfer direction

CDA directed the sponsor to transfer 355.18 kanal to the Authority without charge within 10 days. The official table identifies 127 kanal of public-building area and 228.18 kanal falling within the 470-foot-wide Srinagar Highway right-of-way.

  • Total scheme area recorded by CDA: 3,482.62 kanal
  • Public-building area identified for transfer: 127 kanal
  • Srinagar Highway right-of-way identified for transfer: 228.18 kanal
  • Total directed transfer: 355.18 kanal
  • Compliance period stated in the notice: 10 days
03

Approval status—and what the notice does not mean

CDA’s current scheme page records the layout plan as approved on 25 April 2002 and the development NOC as issued on 13 May 2004. The July document is a final show-cause notice; it does not itself say that the NOC has already been cancelled. Buyers should distinguish an issued notice and threatened action from a completed cancellation order.

04

Possible actions listed by CDA

The notice says non-compliance may lead to regulatory and enforcement steps. These are possible actions identified by CDA, not confirmation that every action has already occurred.

  • Referral to investigating agencies
  • Blocking access to the scheme
  • Suspension of building-plan approvals
  • Sale of plots mortgaged with CDA for development purposes
  • Sealing of society or site offices
  • Removal of illegal work or structures and stoppage of land use
05

What plot buyers and existing members should verify

A buyer should not assume that a plot is unaffected merely because the overall scheme has an approval history. The exact plot must be matched against the approved layout plan, public-building land, road right-of-way, mortgaged inventory and any later CDA direction.

  • Confirm the exact plot number on the CDA-hosted approved layout plan
  • Check that the plot is outside public-building and highway right-of-way land
  • Verify the latest CDA status after the notice’s compliance period
  • Obtain society transfer, dues and allotment records in writing
  • Use an independent property lawyer before paying or transferring
Verification note

Verified against CDA’s five-page final show-cause notice dated 9 July 2026, the CDA Khayaban-e-Kashmir Phase I status page and the authority-hosted approved layout plan. Information may change after publication; always obtain the latest official document before acting.
