01What the official CDA notice says
The CDA Directorate of Regional Planning notice concerns Shaheen Town Phase IV at Karor Road, off Lehtrar Road, Mouza Tumair, Zone IV-D Islamabad. CDA records the scheme as having been developed without approval. The scheme office was sealed on 4 May 2026 after the sponsor did not respond to a show-cause notice.
02Why the office was conditionally de-sealed
According to the notice, the sponsor submitted an affidavit on 3 June 2026 undertaking to submit the proposed layout plan, required documents and fees within 30 days. CDA also records a penalty deposit of PKR 7.36 Lakh, calculated at PKR 1,000 per kanal. The office was approved for de-sealing subject to strict conditions.
- No development activity is permitted under the de-sealing decision
- No marketing, sale or purchase of plots is permitted
- A breach can lead to re-sealing, demolition or other action
- The sponsor must pursue the formal approval process and submit required documents
03De-sealing is not an NOC or scheme approval
The notice allows the office to be opened under conditions; it does not approve the housing scheme, its layout plan or plot sales. Buyers should not treat an open office, affidavit, fee deposit or application under process as proof of CDA approval.
04FPN buyer checks before any payment
Do not pay a token, booking amount or transfer consideration until the exact scheme, plot and approval position are independently verified with CDA and the land record is checked by a qualified professional.
- Ask CDA to confirm the current approval and NOC status in writing
- Match the plot with an approved layout plan; a proposed plan is not enough
- Verify title, khasra numbers, access and any acquisition or litigation issue
- Do not rely on dealer files, receipts or marketing maps as regulatory approval
- Use documented, traceable payments only after legal due diligence
