01What CDA has officially decided
CDA's Directorate of Housing Societies states that the layout plan approved on 8 December 2010 for Bahria Town Phase III-E & IV, Zone 5 Islamabad is cancelled or withdrawn with immediate effect. The notice identifies the sponsor as M/s Bahria Town (Pvt.) Ltd. and describes the affected approved scheme area as 2,999 kanal.
02Why CDA says it withdrew the layout plan
The letter says the sponsor did not comply with the approval conditions or complete NOC prerequisites over roughly 15 years. CDA also alleges development and sale before NOC, violations of the approved plan, and construction affecting land identified for parks, graveyard, riverbed or other public uses. These are CDA's stated regulatory grounds; FPN is reporting the authority record rather than making an independent legal finding.
03The notice goes beyond the LOP label
The same letter states that approval of building plans for the subject scheme is suspended. It also says processing or approval of other cases of M/s BTPL is suspended because CDA regards the sponsor as a defaulter. Buyers should ask the competent authority how these directions affect the exact plot, building or pending transaction rather than assuming either a universal freeze or business as usual.
04CDA's scheme page has not fully caught up
CDA's scheme-summary page still shows the 8 December 2010 LOP as Approved and NOC as Not Issued, while the newer dated public notice expressly withdraws that LOP. This is a material record inconsistency. The safer approach is to cite the newer notice and request a fresh written confirmation from CDA before relying on an online status label.
05Phases II, III, V & VI are a separate file
On the same public-notices date, CDA published observations regarding a request for approval of a revised and extended layout plan for Bahria Town Phases II, III, V & VI. That document is not the Phase III-E & IV cancellation. The records must be read separately, particularly where phase names and older approvals overlap.
06This is not a Bahria Town Lahore cancellation
The notice identifies Zone 5 Islamabad and the affected phases by name. It does not identify Canton Sky Tower, Meridian Living, Bahria Town Lahore or other Lahore projects. FPN therefore does not apply the Islamabad cancellation to Lahore by association.
07What an affected buyer should do now
Pause any fresh token or balance payment until the exact phase and plot are matched to the latest CDA record. Obtain written transfer and building-status confirmation, review title and litigation with independent counsel, reconcile all dues, and preserve official receipts. A sales representative's message or an older approval letter should not replace current authority verification.
